Dispatch Games announced recently that Penguin Wars will be receiving a European physical version on May 15, 2018, the same day as the US.

Penguin Wars will be available in the West for PlayStation 4, Nintendo Switch, and Xbox One on May 15, 2018. The localization was first announced back in November 2017.
