The NieR Reincarnation global debut was announced at the 2020 Tokyo Game Show. While talking about the Japanese version’s release, the North American and European launch was confirmed. The English Twitter account is even already open.
At the moment, the social media account is a bit barren. It confirms an English release is on the way and has a gif showing the title card.

However, we do know more about the Japanese pre-registration campaign that could hint at what folks might be able to expect from the NieR Reincarnation global one. Supposedly, if enough people end up registering, “10 gacha-pulls’ worth of gems” will be given away. All the pulls and a 1,000,000 yen “solid-gold Mama Statue” will appear if a million people sign up.
There was a NieR Reincarnation TGS 2020 trailer shared as well.

A NieR Reincarnation global release is planned. When it shows up, people will be able to play it on both Android and Apple iOS devices.
