As of patch 7.05, Square Enix announced two new regulations for the FFXIV Data Center Travel and World Visit system based on congested worlds. While the World Visit Login Capacity doesn’t really change in either situation, the Data Center Travel Login Capacity can.
The new designations both apply to FFXIV Standard Worlds Data Center Travel Login Capacity and World Visit Login Capacity. If there are no Congested Worlds in a Logical Data Center, then the capacity will remain standard. However, if there is even one Congested World present, then the Data Center Travel Login Capacity will be greatly reduced. The only time World Visit Login Capacity seems to drop, as usual, remains when a World is classified as Congested.
Square Enix also released the latest lists of Congested, Standard, and Preferred Worlds for FFXIV. Here’s how the most recent changes for some select worlds all look for each region. Not that there are no changes for Oceania.

Seraph is the only Dynamis congested world. Cuchulainn, Golem, Halicarnassus, Kraken, Maduin, Marilith, and Rafflesia are all still showing as “new.” This is because this is the latest North American Data Center.
