Makoto and Yusuke are the last of the brainwashed Phantom Thieves to take down, and they may represent another difficulty spike for players. Here are some tips on how to beat Queen and Fox in Persona 5 Tactica.

First, make sure you’re going in set up for success. You want at least one healer. Erina is useful in this role. Not only can she heal, but her charge bonus lets her attack enemies in cover as if they aren’t. This comes in handy with the route I suggest you take on this board.

The objective of the mission isn’t to defeat Yusuke or Makoto. In fact you can’t, just like any other fight against Phantom Thieves. Even if you defeat one of them, they just revive after two turns. What you need to do to beat them is destroy Marie’s flag at the back of the map. You just have to reach it.

At the beginning of the stage there are two paths, with Makoto to the left and Yusuke on the right. I recommend taking the right path. While there are several explosive barrels, the enemies are actually easier to manage. Plus, on this path all of the enemies with Makoto will be unable to reach you, including Queen herself. This means all you have to worry about is Yusuke, who is no slouch, but manageable.

Take your time as you move forward, making sure to destroy the explosive barrels as you go forward. The enemies can snipe them for some bonus damage on you. Stick together as a party, but put three or so spaces between you. Once Yusuke gets close, he can unleash some small AOE with Bufu and possibly freeze characters.

You don’t have to defeat any enemies here, but you should defeat all of the ones with Yusuke so you can safely move forward. This will make things easier once you reach the end. Erina’s charge ability can help you deal full damage to enemies in cover

Once you’ve reached the end and can actually reach the flag with an attack, it’s basically over. Yusuke can freeze with Bufu, but ideally only one character at a time if you spaced them. If you took care of the other enemies as you moved forward, he’s the only threat left. The damage he deals is low enough that Erina can easily heal you.

It only takes three or four attacks to destroy the flag, which then ends the fight. After you beat Queen and Fox in Persona 5 Tactica, you finally have the full party of Phantom Thief characters.
