Well, there are 14 ahead of you, with the final one being an epilogue. However, it is important to note that it does take a few chapters for the game to open up and stop holding your hand.

Here’s the full list of how many chapters are in Like a Dragon: Ishin. While you can freely walk around Tosa in chapter 1, it is a rather small space.
