Unlike other Abundance characters, Gallagher, who debuted in Honkai: Star Rail Version 2.1, only has a few Light Cones and Relics that work well with him. His kit makes him a very aggressive healer.
To start with, Gallagher is unique in that his healing scales off his Break Effect (after you unlock his Novel Concoction Trace). Most of his healing is going to come from this. Until you unlock Novel Concoction, his Skill offers a paltry flat heal. His Ultimate is also a major source of his healing. After he uses it, he inflicts enemies with the Besotted state. Until you unlock the Bottoms Up Trace (and arguably, even after), he’ll be able to heal allies off his turn when they attack a Besotted enemy. Because of this, certain Abundance Light Cones, as well as Relics, do not play nice with how Gallagher works in Honkai: Star Rail.

Once you get better pieces from the other Relics here, you should graduate onto them from Passerby. - Talia: Kingdom of Banditry
This offers a 16% Break Effect bonus, as well as an additional 20% if Gallagher has at least 145 SPD. As a support, you’ll naturally want to give him lots of SPD, so he should be able to hit it. You can also use a 2-pc Messenger Traversing Hackerspace set to help him hit that threshold. - Broken Keel

While Sprightly Vonwacq offers the same 5% Energy Regeneration Rate boost, the Penacony Set also allows Fire units on Gallagher’s team to deal more DMG. This is a far better secondary effect than Sprightly Vonwacq’s. Of course, this is only important if you plan on using him with other Fire units. If you don’t plan on doing so, you can always choose to use Sprightly Vonwacq instead.
Honkai: Star Rail is readily available on the PS5, Windows PC, and mobile devices. You can always pull for Gallagher, as he is a 4-star character.
