Naruto: Ultimate Ninja Heroes 2: The Phantom Fortress is essentially Naruto: Narultimate Portable with added bells and whistles. Features like the instant fighting Heroes Mode and game sharing were expected. However, CyberConnect2 spent a little extra time tweaking characters like Naruto and revising their moves from the previous Naruto: Ultimate Ninja Heroes game.

In Naruto: Ultimate Ninja Heroes the hyperactive ninja’s combos were derived from the first game in the Ultimate Ninja series. In Naruto: Ultimate Ninja Heroes 2: The Phantom Fortress, Naruto attacks with a barrage of shadow clones similar to his combo system from Naruto: Ultimate Ninja 3. Instead of the Sexy Jutsu in Naruto: Narultimate Portable, Naruto uses a clone throwing combo. The Rasengan replaces the shadow clone shuriken throw in Naruto: Ultimate Ninja/Naruto: Narultimate Portable.

Gaara also has completely different attacks with swirling waves of sand and a sand shower jutsu. Like Naruto, Gaara feels more like he stepped out of Naruto: Ultimate Ninja 3. Not all characters have new combos. Sakura is mostly the same except she lost her Inner Sakura tag team jutsu. Instead Sakura has an uppercut in Naruto: Ultimate Ninja Heroes 2. Other changes give Kakashi a fang pursuit to chidori combo and Shikamaru has a kunai trap as a jutsu.
