You can get them from Xianzhou Luofu enemies like The Ascended, Mara-Struck Soldiers, and Abundance Sprite: Golden Hounds.

The Searing Steel Blade, like the Immortal ascension materials, has been around since Version 1.4. You can get it from the Stagnant Shadow: Shape of Scorch boss, which is available at the Great Mine on Jarilo-VI.

In order to level up a non-Basic Attack Trace for Fugue in Honkai: Star Rail, you’ll need the following Ascension Materials:

  • 13 Immortal Aeroblossoms
  • 7 Immortal Lumintwigs
  • 3 Fiery Spirits
  • 15 Starfire Essences
  • 30 Heaven Incinerators
  • 3 Regrets of Infinite Ochema
  • 2 Tracks of Destiny
  • 652,500 Credits

When levelling up Traces for Fugue, you should focus on her Skill and Talent first. These are her main bread and butter. Afterwards, if you want to, you can level up her Ultimate and Basic Attack. These are more to let Fugue act as a secondary attacker, since they improve how much damage she can deal with them. She is, however, first and foremost a support character.
