The Web-Wrapped Curio is a drop from the final boss of WoW‘s Nerub-ar Palace raid, Queen Ansurek. It drops from any difficulty (except story mode!) and will have a specific item level depending on which difficulty it drops from. Raid Finder difficulty will drop with an item level of 593, Normal with a level of 606, Heroic at 619, and Mythic at 632.

Depending on your raid size, Ansurek will normally drop 1-2 of these but you will need to roll well to win them as pretty much everyone in your raid will likely want them.

Where to Use the Web-Wrapped Curio in WoW: The War Within

Once you’ve earned your Web-Wrapped Curio it’s time to cash it in for some rewards: a guaranteed Tier-piece of your choice! Items like this in WoW are known as “omni-tokens” because not only are they relevant for any slot but they are usable for any class as well! The equipment will be of the same level as your curio, but you can choose whether to receive a piece of head, shoulders, chest, hands, or leg armor depending on your needs.

As the item tooltip says, you can exchange the Web-Wrapped Curio at a vendor called Kir’xal in Azj-Kahet, WoW: The War Within‘s final zone. Kir’xal is located in the Burrows area of the City of Threads (not the dungeon!), which is in the center of the city underneath the suspended pyramid structure.
