Brad Fang was one of the highlighted announcements in the Vampire Survivors Operation Guns Contra DLC, but you need to play for quite a while to unlock him and the Hectic Highway stage.

So, this is the first step to getting Brad. Two maps are included in the Operation Guns DLC. Neo Galuga is available right away. You can only unlock Hectic Highway in Vampire Survivors after you earn the character Lucia, then get the Pronto Beam evolution for her C-U-Laser weapon. Immediately after evolving that gun, you can even just fail the level and see that the new stage is unlocked on the Results screen.

This part is incredibly easy. Brad is inside a coffin in the Hectic Highway level. Choose any character you like, then head into the map. This is an auto-scrolling level, so make sure your character is positioned at the center of the road.

The thing about the stage is that within about the first minute, you’ll drive right into the coffin that holds Brad. I reached it at the 53 second mark. You can’t avoid it. Just make sure your character runs into it, and you’re set. He’ll be available after your run is done.
